The purpose of the examination of construction projects
Examination of construction projects is carried out in order to determine the quality of design solutions by searching for and identifying deviations from the requirements for the strength, reliability and durability of buildings and structures, their operational safety and engineering support. During the examination the attention is also paid to the issues of compliance with standards for the creation of an unhindered living environment for persons with disabilities and other low-mobility groups of the population, sanitary and epidemiological well-being of the population, labor protection, ecology, fire, technogenic, nuclear and radiation safety and energy saving. Quite popular is the procedure for passing the examination of estimate documentation or simply- examination of estimates.
The right to conduct construction expertise
The examination can be carried out by expert organizations regardless of the form of ownership, both government agencies and nongovernmental organizations and companies that meet the criteria determined by the Ministry of Regional Development. Information with a list of expert organizations that meet the criteria is published on the official website of the said Ministry.
It should be noted that the construction expertise of project documentation is mandatory for certain categories of building objects (CC2 and CC3, objects that are built in the territories with complex engineering-geological conditions, which are built with the involvement of budget funds, have an impact on the environment). In some cases, the examination can be carried out only by an expert organization of state ownership, but in most cases - the customer of the construction determines on his own the expert organization that will conduct an examination of his project. The examination cannot be carried out by the developer of the construction project.
The Ministry of Regional Development, Construction, Housing and Communal Services of Ukraine carries out normative methodological support for the examination and determines the standards for calculating its cost.
How the examination of construction documentation is carried out
The process of examination is the final stage of development of construction projects.
The process of evaluation of the construction project takes place in several stages.
1. Contacting an expert company and signing a contract
To begin with, the customer contacts an expert company to evaluate the project, after which he provides the entire package of necessary documents. Specialists accept papers, form orders, assign him a number. A contract for the provision of examination services is signed. The main requirement for the process of examination is its independence and the provision of an objective opinion.
2. Examination of project documentation
After receiving the application, the consideration begins. This is the most difficult stage that needs very painstaking work of specialists. They consider individual factors, perform calculations, check the laid parameters for compliance with current standards. During the verification process, there may be shortcomings, the absence of important sections and other factors that do not allow to accept the project. In this case, experts inform the customer about this, after which they return the documents for revision with the indication of all comments to the project. The company can transfer the documentation to the company that carried out the design and require revision and elimination of violations. After that, the documents are returned for verification.
3. Elimination of shortcomings
All identified shortcomings must be eliminated within the period specified in the contract. If the customer has completely eliminated all violations, the comments are removed, after which a preliminary conclusion is prepared before the transfer of documents for the final decision.
4. Obtaining an expert report
Next, a comprehensive expert opinion is formed, taking into account all the factors identified in the examination process and issued together with the documentation in the hands of the customer.
The conclusion indicates all the data that were discovered during the study of documents, conclusions and their justification. Specialists make a positive decision only in case of full compliance of the documents with the current standards, and negative - when the rework is needed.
