The expert examination of construction projects is carried out to determine the quality of design solutions by searching for and identifying deviations from the requirements for the strength, reliability and durability of buildings and structures, their operational safety and engineering support. Attention is also paid during the examination to the issues of compliance with standards regarding the creation of an unobstructed living environment for people with disabilities and other low-mobility groups of the population, sanitary and epidemiological well-being of the population, labor protection, ecology, fire, technogenic, nuclear and radiation safety and energy conservation. The procedure of passing the expert examination of the estimate documentation or, in simplified terms, the expert examination of estimates is quite popular.

The right to conduct a construction expert examination

The expert examination can be conducted by expert organizations regardless of the form of ownership, both state institutions and non-state organizations and companies that meet the criteria specified by the Ministry of Regional Development. Information with a list of expert organizations that meet the criteria is published on the official website of the Ministry.

It should be noted that construction expertise of project documentation is mandatory for certain categories of objects (СС2 and СС3, objects that are being built in territories with complex engineering and geological conditions, which are being built with the involvement of budget funds, have an impact on the environment). In some cases, the expertise can be carried out only by a state-owned expert organization, but in most cases, the construction customer, at its discretion, determines the expert organization that will conduct the expertise of its project. The developer of the construction project cannot conduct the expertise.

The Ministry of Regional Development, Construction, Housing and Communal Services of Ukraine provides regulatory and methodological support for conducting the expertise and determines the standards for calculating its cost.

1. Applying to an expert company and signing a contract

First, the customer applies to an expert company to evaluate the project, after which he provides the entire package of necessary documents. Specialists accept the papers, form an order, assign it a number. A contract for the provision of expertise services is signed. The main requirement for the expertise process is its independence and the provision of an objective opinion.

After receiving the application, the review begins. This is the most difficult stage, which requires very painstaking work by specialists. They consider individual factors, perform calculations, check the set parameters for compliance with current standards.

During the review process, shortcomings, the absence of important sections, and other factors that do not allow the project to be accepted may be found. In this case, the experts notify the customer, after which they return the documents for revision, indicating all comments on the project. The company can transfer the documentation to the company that carried out the design and demand revision and elimination of violations. After that, the documents are returned for review.

3. Elimination of defects

All identified defects must be eliminated within the period specified in the contract. If the customer has completely eliminated all violations, the comments are removed, after which a preliminary conclusion is prepared before the documents are transferred for a final decision.

Next, a comprehensive expert opinion is formed, taking into account all the factors identified during the examination process and is issued together with the documentation to the customer.

The opinion indicates all the data that was identified during the study of documents, conclusions and their justification. Experts make a positive decision only if the documents fully comply with current standards, and a negative decision - if improvements are necessary.
