The cost of the expertise of project documentation is determined in accordance with the order of the Ministry of Regional Development dated 06/25/2021 No. 162 "Some issues of pricing in construction", registered with the Ministry of Justice of Ukraine on 09/17/2021 under No. 1225/36847, and the Estimated Standards of Ukraine "Guidelines for determining the cost of construction", approved by the order of the Ministry of Regional Development dated 11/01/2021 No. 281.
The standard provides basic rules for determining the cost of design work and expertise of design documentation for new construction, reconstruction and technical re-equipment of enterprises, buildings and structures, housing renovation, social and municipal facilities and landscaping, as well as restoration of architectural and urban planning monuments carried out on the territory of Ukraine.
This standard is intended for use by enterprises, institutions and organizations regardless of ownership that perform design work and expertise of construction projects, or are customers of these works when justifying the contract price.

How is the cost of expertise determined
The cost of an expert examination of a construction project is determined using recommended indicators depending on the estimated cost of construction, the areas in which the expert examination is carried out, and the design stage.
Coefficients are used to determine the cost of an expert examination of a construction project at different stages.
In the absence of estimate documentation, the cost of an expert examination of a construction project is determined for:
- non-production objects – based on the indicators of the indirect cost of the relevant construction objects calculated by the central executive body in the field of construction, or on the cost indicators of similar objects available in the database of the expert organization
- production objects– based on the cost indicators of similar objects available in the database of the expert organization.
The cost of repeated expertise is determined using a coefficient from 0.1 to 0.7, which is set based on the specific weight of the estimated cost of design solutions changed based on the results of the expertise.
