Features of construction project expertise

The construction process is quite complex and requires a special approach. But any work is carried out only after drawing up a project. All documents that are prepared before the start of construction are considered an important factor for the further implementation of work. They determine how high-quality and safe the construction will be.

State expertise - carried out by a special body authorized to perform such work.
Non-state expertise - with the involvement of a company that has received official permission.

But it is necessary to indicate one very important nuance, why it is necessary to submit construction documents for verification. Construction expertise of project documentation is mandatory for certain categories of objects (CC2 and CC3, objects that are being built in territories with complex engineering and geological conditions, which are being built with the involvement of budget funds, have an impact on the environment), and an attempt to evade it will lead to very unpleasant consequences.

Each project for such a category of objects must undergo an assessment before the company receives an official construction permit. If the developer evades the expertise, he will not receive a permit. This means that his further activities in the construction of the building will be considered illegal, which threatens serious problems for the company.

Previously, construction and design expertise was a very complicated process that was carried out in stages. Naturally, this did not allow the construction industry to fully develop, because in order to obtain the coveted construction permit, a large amount of time and effort had to be spent. Now this process has been significantly simplified, and the responsibilities for conducting the expertise are divided between private companies and specialized state bodies.

In the case of non-state construction expertise, it is enough to contact a company that has permission to conduct documentation evaluation. The customer submits a construction project, drawn up in accordance with the requirements of state standards, in paper and electronic form to the expert organization for the examination. An agreement for the conduct of the examination is concluded between the customer of the examination and the expert organization in accordance with the legislation.

Terms for conducting the examination of construction projects

The examination of project documentation usually takes from 15 to 30 calendar days depending on the technical and technological complexity of the construction objects;
For objects that pose an increased danger, for which an assessment of their impact on the environment is being carried out - up to 90 calendar days;
For objects constructed in territories with complex engineering, geological and technogenic conditions - 15 calendar days;
Expertise of the estimated part of the construction project of objects - 15 calendar days.

Expert Report or Expert Opinion

Based on the results of the examination, the customer is provided with a written report containing information on:

compliance with the requirements for the strength, reliability and durability of buildings and structures, their operational safety and engineering support, including accessibility for people with disabilities and other low-mobility groups of the population, sanitary and epidemiological well-being of the population, labor protection, ecology, fire, technogenic, nuclear and radiation safety, energy conservation and energy efficiency, the estimated part of the construction project;
making mistakes that can be corrected without adjusting the construction project, as well as making mistakes and failing to comply with the specified requirements, which requires adjusting the construction project.
